This strategic roadmap sets ambitious targets, including the cultivation of multiple 10-trillion-yuan markets dedicated to green, smart, and health consumption over the next five years.
The practical efficacy of these consumer-driven policies is underpinned by substantial fiscal backing and robust historical performance data. To accelerate domestic demand expansion this year, the government has earmarked 250 billion yuan in ultra-long special treasury bonds specifically for consumer goods trade-in programs, alongside a 100-billion-yuan special fiscal-financial coordination fund. These financial incentives deliver measurable results: during the first half of the year, trade-in programs generated 1.1 trillion yuan in direct sales across 150 million consumer transactions. Specifically, the initiative facilitated the trade-in of 3.71 million automobiles and 63.27 million home appliances, while purchases of digital and smart products reached 79.1 million units. With total retail sales of consumer goods hitting 28.77 trillion yuan in the first seven months of the year, these targeted interventions lower purchasing friction costs by 10% to 15% and accelerate inventory turnover for manufacturers.
Looking forward, the guideline establishes four primary tasks: advancing durable goods consumption, raising everyday product quality, supporting specialty items, and fostering demand for upgraded categories. As detailed in reports by People's Daily, strengthening urban and rural consumption facilities and reinforcing product safety standards will help stabilize market order and drive a 20% increase in regional logistics efficiency over the 5-year planning cycle.
